Some cheaper schools aren't British Council accredited. Is it a real quality signal or just marketing?

It matters. British Council accreditation means the school passed an in-person inspection of teaching quality, premises, student care and management. It's also a visa requirement — if you need a Short-term Study visa or Student visa, you can only enrol at an accredited school.
